Because there's no such thing as a non-Chinese non-US router. Everything uses at least some chips produced only in the US, China or Taiwan. The new FCC directive accounts for this because it allows sales of foreign routers that have been approved (presumably no China chips).

If those 2 pounds are worth sacrificing a heck of a lot of cartridge performance, go for it.
