I don't think the order is correct. Canada should be hurt the most. Most oil out of Canada is heavy oil (Tar Sands oil). ALL oil out of Venezuela is heavy oil. It's cost effective to bring in tanker loads out of Venezuela because you can reload the same tankers with frac oil (extra sweet/light)...
