Super easy way to make them permanent and easy to remove at the same time. I put some plumbers putty on there and then epoxy over that. Easy to heat or drill out the epoxy then just stick the Allen key into the plumbers putty and remove if needed or allowed.
It’s extensive. The tree will not survive. They did this to my magnolia last year and it made it until just and then dried up and died. When the weather breaks I will remove them.

So were they deemed not legal or was it part of the settlement to not sell them in NYS. I think this was civil and not criminal so I’m not sure your analysis is the way I would approach it.
