This will turn into anyone that owns a second home statewide tax.
Not that I have ANY support for Hochul or Mamdani, but....As I understand it, there are a LOT of Apartments and Buildings owned by outside interests that neither live in them (or elsewhere in the City) as well as Buildings, probably Houses too...I forget the reason why, but it's about money, it's always about money.

Something I don't say lightly, but probably unconstitutional. A property tax based on being a non-resident runs afoul of the equal protection and privileges and immunities clauses.

Over time, the New York government will eventually include owned/financed/leased/ vehicles in the property tax equation.

Several states already charge an annual personal property tax on vehicles (CO, KY, NC, AL, MO, AR, TX, etc.). Low sales tax and low/no income tax are nice, but it does suck to pay taxes on your vehicles every year at re-registration. Still doesn't suck as much as living in NY though!
