Clerks office website was updated yesterday to talk about what transactions they are not doing, and this is not listed as one of them. But my LGS said one of his customers tried to amend his permit yesterday morning and was turned away.

Pretty sure what's on paper is a range for sentencing, and leeway for judges to use past offenses in sentencing habitual criminals. And I think that makes sense.
