If your Dad is a retired police officer who meets all the requisites, he doesn't have to qualify at a police department. He can contact Rochester Personal Defense, LLC - Home and make arrangements to qualify there. They hold qualifications every month.
The only downside I have seen is that you have to make sure not to let your qualification expire. For this reason, I always qualify twice a year. But I don't mind the extra shooting. At age 74, I don't think too much about employment.

Those videos only gain traction because they are the exception, not the rule.
Must be a matter of attitude. I've known far more of them than you, and I find the vast majority are professional, courteous , patriotic, and second amendment supporters.
