I would venture to say anytime the refer to receivers would be the lower, serialized piece. It's been a couple of years but I bout a bunch of complete uppers from them with no issues in NY.

WRONG. They have chosen to not sell LEGAL items to certain states. Thats their choice, and they have to bear the responsibility of that. Same reason I refuse to shop at Buds, Cheaper than dirt and a few other places.

Rochester has had a 5 round magazine law for many many years that applies to Rifles and shotguns. Not sure on handguns, but I'd venture to get it's 10. I doubt anyone goes by it but it does in fact exist
Honestly, I don't think I've ever NOT seen their website say that. Everytime I've ordered something they've said 5-10 days for processing. Good for them! Let the business flow!
Agree with @Bullet Guy . Call and check. I know in NY you can not ship a C&R handgun to the license. It has to go to a 01. Here in Georgia you can ship them on your license no problem. Everywhere varies
