Imposing storage requirements on refiners is just an increased cost which will in turn be marked up and passed directly it on to the end purchasers of gasoline, i.e., California citizens. So the program will result in a permanent increase in the base cost of gasoline year round to supposedly "smooth" price spikes, and it will be a net total increase in the average Californian's gasoline bills to cover the cost of the program and the refiners' margin for implementing the program.

Not an accident, because that might make people buy electric cars.

This move alone is a substantial reduction in refining capacity in California. And because California mandates its own formulation of gas, it cannot import gas, except from a handful of refineries in bordering states that make a California blend.

California is headed head first into a steamy pile of shit that will transform the State with so many unintended consequences that it'll wreck things for decades: You already need special CDL Licenses to operate a Commercial Vehicle there, starting next year only approved-low emissions trucks will be allowed in State, the loss of taxes from Fuel sales, the side sales at retailers (snacks, meals, repairs) will be reduced, fewer refineries might mean there won't be fuel available for Ships (millions of gallons per vessel) Fuel to operate Power Plants that are demanding more electricity for EV's that there aren't sufficient charging locations for (and who wants to sit around for a half hour or more to recharge, on and on it goes..."Energy is Wealth" and the Commies are damned determined to destroy it apathetic to the fact that everyone will be effected.

I think the WSJ read my posts because they wrote it into an editorial yesterday. Except they think Phillips 66 is an 8% share of the Cali market - that's true for refineries based in Cali, but there are a couple of plants in Nevada that make Cali formula gas so my 5.27% number is the correct one. But the effect on gas prices predicted in the piece:

Except for this. I wish this was t their statement and position. Its will take companies to say we’re going to stop doing business with the states to have an impact but they won’t.
Though its Los Angeles-area refinery will shut down, Phillips 66 said it is not ceasing operations in the state of California entirely. The oil company promised to work with the state to "supply fuel markets and meet ongoing consumer demand."
