Open carry in Walmart still a thing

In small town PA anyway. Spotted a fellow, out with his lady, open carrying a G19 on his hip. While wearing a mask which I found highly incongruous.
I was surprised to see someone open carrying in a Walmart after that incident with that guy what got banned for life for open carrying. I suppose that people's memories really are of a goldfish's span since Mr. Banned for life had his episode shortly after the Walmart shooting. Or maybe rural PA is just different. Outside the cities guns in Pennsylvania are just a given that nobody questions, or so it would seem.
As for myself I had my Shield which may as well be grafted to my person at this point. Concealed of course, I don't think open carry is a great idea in most circumstances.

This is what I'm wondering.. I remember when Starbucks did their whole please don't OC in our shops... and everyone jumped on it as they did they banned OC but they never did it was just a request..

But who knows without actually deep diving into the companies actual "rules" or whatever and im to lazy and don't care enough to do that much research lol

I would expect it varies widely and is mostly up to individual store management how seriously they take that policy.

Just because corporate has a uniform policy doesn't mean it's enforced uniformly.

If places are afraid to ask no mask wearing customers to don a mask I highly doubt they will ask you to do anything while open carrying.
I was at wegmans last week and a guy was whining about a customer not wearing a mask to a cashier supervisor and she responded we don’t ask them to wear a mask or leave anymore because of our safety because of past encounters with customers getting heated and almost turning violent/physical. She recommended keeping his distance.

Another factor to consider is that "No Guns" signs have no force of law meaning it isn't a crime to ignore them unlike in some states such as Texas. The most a place can do is ask you to leave afterwhich if you refuse you are trespassing.
PA is low-key on of the most gun friendly states, the only thing we don't have is Constitutional Carry. In my mind such is largely academic given how simple it is to get a Pennsylvania License to Carry Firearms......... except if you live in Philadelphia. I understand if is difficult to get a CCL in Philly. I am not sure on what legal basis however since PA is Shall Issue and there is a Constitutional preemption clause against municipalites enacting gun laws beyond that provided for at the state level. That clause is another thing that many states do not have.
The local Walmart has no sign of any kind regarding firearms BTW. Few places 'round 'ere do.

Many counties ignore the preemptive law, and I believe Philly is nit called out by name but the state law mentioning Cities of the First class (1 million or more residents) having its own set of laws (gun control) and Philly just happens to be the only one

They attempt to ignore. Whenever a city passes its own additional legislation very shortly someone brings a suit and the new laws are struck down in the courts. Most recently when Pittsburgh attempted to pass their own AWB after the synagogue shooting, which I don't believe even came to fruition and if it did got struck down.

Do those non-residents have a full CCW license? PA will only issue carry permits if you have one for full carry in your state. Since many counties in NY are loathe to issue carry permits y'all would be SOL in PA. Maybe someday PA will get Constitutional Carry and then it will be a moot issue. Ne permit is necessary for open carry, I wonder if that extends to non-residents as well?
While I am not a big proponent of OC you are not likely to have an issue in much of the rural/small town areas in Pennsylvania.

Let's be clear: what is happening in PA regarding some counties refusing to accept LTCF applications from non-residents is unlawful conduct on the part of the sheriffs in question. They've come to realize that non-residents are much more likely to just go to another county than try to force the sheriffs to follow the law... a lot cheaper and a lot less headache.

I made it clear to one sheriff that I would not accept this behavior, that I would not bag off to some other county, and that I would most definitely see him in court. Two weeks later, he reversed course just enough to remove my standing to sue. They know what they are doing is against the law.

It took my NY county (sheriff) making a deal with the bordering PA county (sheriff) to get the PA county to start issuing non residents LTCF after about 5 years of no doing so.. and the PA county would only do it for the one NY county.

In return our sheriff was issuing NY licenses to those in the PA county (essentially)

I was a Chemung resident and Tioga, PA wouldn’t give me a non-resident LTC because my permit is Schulyer. I said the agreement says nothing about where your permit is from just where your residence is. The woman at the counter wouldn’t budge and told me I’d have to transfer my NY permit to Chemung county first. I said that’s never happening and left.

I should have fought it but needed my PA for an upcoming camping trip so just drove to Centre county and was out with it in 20 mins.

This is where you should have told her PA has a preemptive law and the agreement means dog shit since the issuing authority in PA doesn't get to pick which non residents they want to issue to so long as they meet the strict requirements of the PA LTCFA (here is a hint they aren't strict)

Welp all the research I've found is there is zero corporate policy change that bans OC in their stores other than "follow state and local laws"

We're talking about the same counties/sheriffs, I believe.

There is a follow-up to that story, now. I went to renew my LTCF again last year. I handed them the application I'd printed and filled out at home. They then handed me another form that asked me to list my employment and residence history for the past ten years. I declined to fill it out, as PA law is clear: the application is limited to one page, and the form and content must be approved by the state police.

In other words, the application for an LTCF must be one page and the same across the state. The sheriffs do not have the right to require additional forms or information be provided to apply for or receive an LTCF.

Aaaaaaand, you guessed it, I had to go have another discussion with Sheriff Lance Benedict. He was much less cordial this time, though he did not remember me from our interactions five years before. He came across as something between angry and upset/offended that I refused to fill out the rest of the form. I directed him towards the relevant statutes, he read them, and after some additional discussion, he grumpily told his clerks to process the application without the additional forms. I left the office with my renewed LTCF.

Interestingly, though, a week or two later, one of my references was called. They'd never been called before, in 2011 or 2016. I can't say for sure, but this sure smelled like someone trying to find an excuse to rescind my LTCF.
