Anyone who does actually break the law should be accountable. So I'm not totally opposed to this idea. But if they're not breaking the law then there is nothing to arrest them for.
That being said, this does set an interesting precedent. Would this mean, say, local county sheriffs could arrest state police or federal authorities who violate the constitutional rights of people during their enforcement of laws that violate such rights? Very interesting question indeed.
