One of our local Ranges had that problem years back: there were accusations made of "bullets from the Range hitting my house" and while I know not of the validity, the Range made extensive changes to force muzzles down, increase the berms and back stops, "prohibit" rapid fire, and tighter access control...apparently that appeased the Home owner a mile away.

This is about noise. We had a pistol range down here in Westchester county that leased land on power company property. The impact area was an old quarry dug into the side of the hill. A new development of houses went in about 100 yard away with a 100 foot sheer elevation gain from impact area. For years they complained about the noise. Then resident claimed a fragment of impacted bullet went up into the air, changed direction at a right angle and traveled 100 yard to hit a house. Defying all we know about physics. The police investigated it and the metal they said was a bullet fragment wasn't. It didn't matter as the power company cancelled to lease. The range its self was built by a local PD way back in the early 1900's. I provided a map below to show that this is nothing but an effort to shut down the range because of noise.
