Update - The Philly Soda Tax Scam…5 Years Later
Philadelphia slapped a tax on soda and promised to spend the money on education. 5 years later, here’s what happened.

Generally the better schools are better funded but thats a smoke screen for the real driver, the real gain is from the types of people and lives they live and how that impacts the students. Single mom Laquita from the block with 3 different fathers of her kids vs. A nice supporting black family with both parents present and involved in the child's education. The second option is going to fare better because they are way more invested in raising their kids... oh, they also have more money too which translates to the schools having more resources - but the real performance gain comes from home.
I can't say it enough. Education starts and ends at home. You could swap the entire teaching staff and budgets from the Rochester City School District and Pittsford (affluent suburb in the area) and you'd see the exact same results year over year.
