US-Canada Trade War Threatens Electricity Imports, Prices​

An escalating trade war between the United States and Canada is once again threatening to ensnare the electric power sector at a time when consumers are already stretched thin.
Canada is expected to announce retaliatory tariffs on U.S. goods Tuesday after President Donald Trump’s 50% tariffs on about $20 billion in Canadian goods went into effect over the weekend, with threats of more on the way.

On Monday, Ontario Premier Doug Ford told the Associated Press that “everything is on the table,” including halting the province’s critical minerals and electricity exports entirely. The BBC reported Ford said he and Canadian Prime Minister Mark Carney discussed a 25% tariff on electricity to the U.S.
In 2025, amid a previous trade dispute, Ontario enacted a 25% tariff on power exports to the U.S. The two sides eased tensions shortly thereafter, and the tariff was eliminated a day after taking effect.
ISO New England, in a statement to Utility Dive, said that if Canada opted to reduce or eliminate electricity trade, it “would not anticipate reliability issues tied to reduced imports, at least under typical weather conditions.”
“It’s also important to note that power flows both ways between the New England and our Canadian neighbors these days,” it continued. “In the event Canadian provinces reduce (or entirely cut) the amount of electricity they are sending to New England, we would expect the impact to largely be financial, in the form of higher wholesale market prices. We would also anticipate emissions in the region increasing.”

People are freaking out about this and the fact is we get 2-5% of our electric from them. With all the solar we added shouldn’t it be nothing?
It’s a joke and politics and made to make Mandami and Hochul look good. It’s all about NYC from the article because it says they get 20% of their electric from Canada. It’s amazing how Canada can make excess electric and we can’t isn’t it? We have all the same water and flows they have. If you drive to Toronto you see the massive coal operation they still have. The exporters of the electricity are Canadian provincial Crown corporations (government-owned utilities) like Hydro-Québec, Manitoba Hydro, and BC Hydro's Powerex who signed and entered binding long-term Power Purchase Agreements (PPAs) directly with U.S. consumer utilities or state agencies. The penalties for not fulfilling these contracts would crushing to Canadian taxpayers (Canada would have to buy US power from Independent Power Producers at a premium to meet their PPA) and if their binding contract was intentionally not met, Canadians would face the equivalent of legal capital punishment where they would have to cough up civil penalties for every Tom Dick and Harry.

As for the open spot market, if Canadian Power is not the lowest price, they'll not sell it and will have to shut down generation.

They can't win this game, it's political noise for the uninformed.

Yeah but there are really stupid blue states who import alot of Canadian Power after they shutdown cheaper clean Nuclear Power plants.

New York is the largest overall importer of Canadian power, drawing significant electricity from Ontario and Quebec. Canada essentially rapes NY with replacement power costing orders of magnitude more than the home grown juice.

Vermont gets about 40% of its power (but much fewer kW than NY) from Canada after shutting down Vermont Yankee Nuclear Power Plant. Maine had to replace power from shutting down Maine Yankee Nuclear Power Plant. Massachusetts had to replace power lost from Pilgrim Nuclear Power Plant.

The media is so stupid. There are fixed cost puchase power agreements in place.

Adding a tariff or a dynamic price adjustment to an existing fixed-cost Power Purchase Agreement (PPA) requires executing a formal contract amendment or bilateral modification agreement where all parties ( e.g. the Canadian Power Generator, the US utility purchaser, the US Public Service Commission) agree to the tariff price increase, as a true fixed-price PPA legally locks in the rate per megawatt-hour for the duration of the term.

Also Alberta does export oil and natural gas but very little electricity. Ontario, however, has a lucrative electricity export business . Ontario overbuilt and they have a glut of excess generation but if they price themselves out of the market when fixed cost PPAs expire and are up for renewal, they sure don't want to shutdown their nukes (which essentially have the same operating costs whether online or off line) or hydros.

BTW, the operating costs of the Darlington and Pickering sites (which are essentially Canadian goverment owned tax exempt) are more than double that of the nuclear units NY made shutdown.
