How bad are the schools in Chicago?
A young man played high school football in Chicago. He was a great running back, but a really poor student.
At graduation, he didn't have enough credits. But he was a great football star and the students held a rally and demanded the principal give him a diploma anyway. They were so insistent that the principal agreed that if he could answer one question correctly he would give him a diploma.

The one question test was held in the auditorium and all the students packed the place.
It was standing room only. The principal was on the stage and told him to come up. Diploma in hand, the principal said: “If you can answer this one question correctly I'll give you your diploma."
“How much is three times seven?"
He looked up at the ceiling and then down at his shoes, pondering the question.
The students began chanting,
"Graduate him anyway! Graduate him anyway!"
Then he held up his hand and the auditorium became silent. He said, "I think I know the answer. Three times seven is twenty-one."
A hush fell over the auditorium and then all the students began to chant:
"Give him another chance! Give him another chance!"

THE COYOTE PRINCIPLE

CALIFORNIA

1. The Governor of California is jogging with his dog along a nature trail. A coyote jumps out and attacks the Governor's dog, then bites the Governor.

2. The Governor starts to intervene, but reflects upon the movie "Bambi" and then realizes he should stop because the coyote is only doing what is natural.

3. He calls animal control. Animal Control captures the coyote and bills the state $200 testing it for diseases and $500 for relocating it.

4. He calls a veterinarian. The vet bills the State $200 for testing it for diseases.

5. The Governor goes to hospital and spends $3,500 getting checked for diseases from the coyote and on getting his bite wound bandaged.

6. The running trail gets shut down for 6 months while Fish & Game conducts a $100,000 survey to make sure the area is now free of dangerous animals.

7. The Governor spends $50,000 in state funds implementing a "coyote awareness program" for residents of the area.

8. The State Legislature spends $2 million to study how to better treat rabies and how to permanently eradicate the disease throughout the world.

9. The Governor's security agent is fired for not stopping the attack. The state spends $150,000 to hire and train a new agent with additional special training for the nature of coyotes.

10. PETA protests the coyote's relocation and files a $5 million suit against the state.

TEXAS

1. The Governor of Texas is rolling along (in his wheel chair) with his dog along a nature trail. A coyote jumps out and attacks his dog.

2. The Governor shoots and kills the coyote with his state-issued pistol and keeps rolling along. The Governor has spent $.50 on a .45 ACP hollow point cartridge.

3. The buzzards eat the dead coyote.

And that is why California is broke and Texas is not.
