Targeted and intentional. Police released a statement that the public was not at risk......meaning they knew this wasn't random. I suspect the passengers that survived told them everything they needed to know.

Shooter must have used a stolen car. there are cameras everywhere, for sure the troopers would have known who is was if he used his own car. or the cameras are out of service .
