ML Background Check Not Legal?

So, I read through the whole CCIA again:

NY State Senate Bill 2021-S51001

Relates to licensing and other provisions relating to firearms.

And unless I missed it, I cannot find anything about ML's in the bill as written.





Then we have this (which I think was around for a while before the CCIA):

The way the above reads, you don't need a BG check for a ML unless the gun is like the TC models, where you can easily swap parts to make a single shot rifle or shotgun that loads from the breech. But your run-of-the-mill CVA Wolf (as an example) should not require a BG check.

NY reclassified rifle, shotguns, muzzle-loaders and other/Frame/Receiver as "Firearms" instead of the previous designation of Handguns, and Class III items only.
The Federal side of NICS prohibits BGC on non-guns (muzzle loaders, compressed air, and pre 1898 antiques)
SO, BGC's on them are handled through the State side just like ammunition, sans Muzzle-Loaders that can be converted to Cartridge which must use a 4473 and Federal Check as administered through Tyler Technologies at a cost of $9.00 for every log-in and check.
If you'll notice, the State side of the Check demands your NYS Client Id (drivers licenses) Social Security Number and Occupation, along with make, model, serial number, and caliber of Firearm being Transferred. THAT is their REGISTRATION of what you have.

I have no need for another ML but was going back over the laws because my old neighbor was thinking of getting one, and I told him don't bother buying a ML here. Told him, if you have to go through a BG check, might as well just buy another rifle or shotgun.
