Actually, in NYS it was Pataki. Mental hospitals are run by the state. Not aware of any Fed loony bins except maybe the White House under Brandon.

Yes, correct, Pataki did, in NYS, but the clintons were able to cut some federal funding going to states from what i remembered of it back then. I`ll see if i can dig some info up about it.

This is true, now it is. I believe they caved and changed things around in 2013, prior to that, they, along with most sane people knew it was a mental disorder.
My problem is if you're going to call one side or for lies, and this situation has been chock full of them, don't just fire off your own.
I don't give a care what the APA classifies anything TBH. It's a political organization.
I would consider talking to imaginary friends one as well, most people would. Unless you call it religion. Then it's accepted for some reason.

To be fair, those facilities were horrible pretty much everywhere. They probably did all need to be closed.
But that doesn't mean you don't still need facilities to do the work.
