The story doesn't make much sense.
But at least they covered all their bases with this gem: "Multiple books were found in Maloney's hotel room related to extremist ideologies, including right- and left-wing extremism, environmental extremism, white supremacy and anti-government ideology. "

I'd imagine those that still us it or variations have worked out a lot of the pitfalls and failures, but some minds just don't take fully to the programming...Troops throughout armed conflicts have been known to go through the motions while never actually firing a shot as their internal governance not to kill overrides their training and orders.
