Depends on the agreements with NYS by each tribal council. There are some real agreements setting what applies and who can investigate. Some federal agreements trump the state ones.

About the guns and ammo thing...
I live very close to the Tonawanda reservation; I'm on the reservation daily, and I know the people well, some of them are my friends, I sort of have inside info. The Indians are making a ton of money from smoke shops and fuel sales. Plus, now the weed dispensaries too.
They don't have a sound financial or business reason to poke the state government in the eye with anything guns or ammo and bring the state down on them. Pataki fucked with them, FUAC fucked with them. They're not going to give Hochul a reason to fuck with them, (at least the tribe I'm familiar with) and they're just raking in the big money with what they got going on now.

The Seneca tribe on the Tonawanda reservation is not involved with casinos and is not next to the border, so I can't speak to that aspect of it. I'm only going on about what I'm familiar with. I'm just saying.
