I saw this with my own eyes a couple months ago.
In the middle of the central valley of CA more or less parallel with route 99, are some parts of a high speed rail line. They have really nice elaborate looking raised crossings over other roads, highways or train tracks to prevent the trains from ever having to stop or slow down.
The entire system looks like it's about half way done and will probably never finish.
I got the impression it was just another very elaborate money laundering project to funnel tax payer money at chosen contractors to spread more money around economically distressed parts of a state hoping that action alone will fix a problem.
Apparently those high speed train bridges have been there for years going unused and they probably cost a lot to build.
Even more interesting? The high speed rail more or less runs parallel with a double track freight railroad. The infrastructure was already there for an amtrak type train to go 70-80mph if they wanted it to.
They appear to have just lit money on fire.
