She's already shown she can and will ignore a court's ruling(s) and get away with it.

Until local officials and officers start being arrested and facing federal charges, they have no reason to do otherwise.

Imagine some state trooper trying to arrest an ICE agent for wearing a mask.

He'd be lucky not to end up in prison, no matter who's orders he was following.
