It's not that easy. This ruling came out of a District Court of Appeals. Rulings generally only apply to that district at that level. Remember a year ago when the right was complaining about Federal District Court judged issuing injunctions against Trump that were nationwide and everyone was screaming "That's not right ! You can't do that !" ? Well, now is the same thing. Dont be a hypocrite. People will think you're a Democrat.
This will take time. Not just a little time, either. There's a shit-ton of related issues to deal with regarding this ruling. Keep in mind, the DOJ can STILL appeal ! Just because the 7 day stay pending a request for injunction has expired, does not mean that this is now settled law.

Normally a ruling only applies in a district, as you say, but since the defendant was the ATF, and they are enjoined from enforcing those terms of the NFA, it means they are enjoined everywhere.
If there was a separate registry for the north east, that would be different, but there isn't.
Well if residency is required to purchase then the answer is no.

To buy from a dealer (applies to long and handguns as well) your drivers license establishes residency; 18 U.S.C. §922. If you are from out of state the dealer has to ship to an FFL in your state; Gun Control Act of 1968 (GCA).

for purposes of the Gun Control Act of 1968. “State of residence” is defined by regulation in 27
C.F.R. 178.11 as the State in which an individual regularly resides or maintains a home. The
regulation also provides an example of an individual who maintains a home in State X and a
home in State Y. The individual regularly resides in State X except for the summer months and
in State Y for the summer months of the year. The regulation states that during the time the
individual actually resides in State X he is a resident of State X, and during the time he actually
resides in State Y he is a resident of State Y.
Applying the above example to out-of- State college students it is held, that during the time the
students actually reside in a college dormitory or at an off-campus location they are considered
residents of the State where the dormitory or off-campus home is located. During the time out-
of-State college students actually reside in their home State they are considered residents of their

Since all the covered devices are still illegal in NY, it's going to be quite a stretch for NY to have any sort of standing at all.
If they do sue, someone should countersue that the NY prohibitions are a violation of the 2A and try to get them overturned.

PSA isn’t selling them, without form 4s, out of their stores in NC or GA either, both have conflicting state laws.
