Right. Not Safety, Feeling Safe. It's all about how you FEEL and your FEELINGS. This is precrime investigation, so when a crime occurs, they can decide who to pin it on. Like pulling out the mug shots of the usual suspects because once you commit a crime, you are forever a criminal. Soon the malum prohibitum crimes (illegal due to a law, like the NY safe storage law) will increase as will their penalties so they can be caught when you are Flocked. More laws to create more crimes to create more prisons and requiring more union staff in the prison industrial complex. Let's concentrate on malum in se crimes (evil by their nature) and nix the Surveillance so we don't fee Big Brother always watching.
