I'm fairly sure MOST of the non-citizens being allowed to become police are those with legitimate authorization to be in the country.
If they allow an illegal to become a police officer any and all arrests made by that person are tainted and will not stand up in court.

But how would a foreigner be able to swear to uphold our Constitution?

Non citizens can be here to work and for school and that’s about it IMO. No voting, no political office, no police or things like that. Firemen? Sure why not.
