Dept of War is restructuring units, also when there’s a shortage of SM’s at armories they tend to shut them down. Example would be the one in Ogdensberg, but that one is reopening last I heard. Also, just because you see one close doesn’t mean they didn’t open one elsewhere. Back when I was in my unit was in Manhattan, the armory went down for renovations and switched to a different area. Sometimes the buildings can get too small for the unit too! Lots of variables. Not uncommon

You're not far off.
During the blizzard of 1978 we were deployed as single soldiers to guard many locations.
Modern M16's and no cartridges.
No bayonets.
No radios.
Most of us could have been easily overpowered.
