I’m sure this isn’t a shock by anyone on here. She received an 18/100.

New York’s Kathy Hochul ranked worst governor in US as part of scathing new study

Hochul ranked No. 50 in the Cato Institute’s 2026 “Freedom in the 50 States” list, scoring an “F” and falling behind the governors from Hawaii, California, Rhode Islan…

An 18? Someone must be pumping up her numbers. Anyone in this state that has to pay a utility bill wants her gone.

To be fair, it's the Cato Institute's rankings. They're not heavily biased, lol.

Might as well ask the Immigrant Alliance to do a "study", and she'd be the best governor in the USA.

I get what you’re saying, but it’s not hard to tell it’s accurate. NYS and the other failing governors have heavy regulations and it was freedoms of finances and rights. As long as all the governors were treated the same you can draw a conclusion.
I’m not sure anyone would disagree with this study that NYS has less freedoms than many other states. Some might agree with this regulations, but there are still regulations and all regulations reduce freedoms.

New York State does not directly provide foreign aid or taxpayer funded monetary allocations to the government of Israel. Foreign aid is exclusively managed by the United States federal government. However, New York is connected to Israel financially through state pension investments, federal tax contributions, and private philanthropy. [1]
The distinct ways New York money flows to or supports Israel include:

1. State Pension Fund Investments (Israel Bonds)
The state government funds Israel indirectly through investment returns, acting as a lender. [1]
    • The Holding: The New York State Common Retirement Fund holds over $367 million in Israel Bonds. [1]
    • The Mechanism: Managed by State Comptroller Tom DiNapoli, the fund frequently purchases these bonds (such as a $20 million purchase following the October 7 attacks). These bonds function as loans to the Israeli government while providing a financial return (interest) back to New York public sector retirement plans. [1, 2]
Note on New York City: At the municipal level, former NYC Comptroller Brad Lander allowed city-held Israel bonds to mature and lapse in 2023. However, subsequent NYC Comptroller Mark Levine pledged to reinvest municipal pension funds back into Israeli government debt. [1, 2]

2. Proportional Share of Federal Aid
While NY State doesn't send money, its residents' federal income taxes do. [1, 2]
    • The U.S. federal government provides a baseline of $3.8 billion annually in military aid to Israel. [1, 2]
    • When calculating New York's share based on its federal tax contribution revenue, advocacy and research groups estimate that New York State taxpayers contribute between $315 million and $1.4 billion annually to that federal aid pool. [1, 2]

3. Private Philanthropy and Non-Profits
Large sums of private money move from New York to Israel through charities. [1, 2]
    • Charities like the UJA-Federation of New York have raised and allocated over $300 million for humanitarian relief, recovery, and long-term rebuilding efforts in Israel since October 7, 2023. [1]
    • Other New York-registered nonprofits raise an estimated $60 million annually. State lawmakers have debated measures like the "Not on Our Dime! Act," which aims to strip the tax-exempt status of New York charities that funnel money toward West Bank settlements or military groups. [1, 2]
