May be too late for just inner city walls. The full report states that previous data shows that murders used to be even much more concentrated in urban areas but is steadily shifting to suburban and rural areas. Kinda like a cancer. Maybe it is too late to contain it and it is time to destroy it. What we need is something like surgery to remove the malignancy, then radiation, then chemotherapy followed by frequent follow ups to ensure a long healthy life.
