After you obtain an address in Oneida County maybe you should apply for a full carry in Oneida County. I’m sure it will be much easier than Westchester. In Westchester County the Westchester County Clerk’s office takes care of pistol licenses, not the NYSPD.

Dropped off my amendment on Monday July 6th. at the Westchester Courthouse drop box. My check was cashed Wednesday July 8th. Received my amendment in the mail on Thursday July 23rd. Picked up another Glock 19 Gen5 at Hunter Sports in Massapequa on Friday July 24th. Waiting for Holosun 508T-V2-GR...

I would try the Long Island stores. They have more inventory than Westchester. These are some that I frequent, in this order. Hunter Sports in Massapequa. South Shore Sports in Merrick. Coliseum Gun Traders in Uniondale.
