I believe that will only work for a private sale though, not from a FFL. And then the serial number would need to be prior to the law, Like we use to look for pre-1994 10/22's for example to make one AR style.

Ruger PC9 was a good choice, there is also a law (JK) that everyone has a Ruger 10/22 for cheaper trigger time. Have Safe/Fun with your choice! I got the PC9 right when they first came out.
