Iirc, you can only own/carry a pistol with a permit. Permit is for concealed carry, so it seems as though you cannot open carry as there is no permission slip for it.

I'm very sorry to hear that, we are severely restricted here and everything else about this place sucks if you are a freedom-minded person. If you don't have to come here you really should reconsider, and you are not allowed to even touch a handgun in New York state unless you have a permit.

Never trained there, but @OnSight Firearms Training does a lot of training in the area and even if you had to drive 30 minutes its well worth it. They host even classes at the Paladin Center up in Carmel. Whats a 30 minute drive for quality training and a good time?
