    Since the entire NFA is predicated on it being a tax enforcement mechanism, if the tax is $0, then it can't be enforced. The NFA registry is ostensibly there to enforce the $200 tax. Possession of an unregistered device is technically just tax evasion. $0 tax, then zero crime.
