PA- was a 15 minute process in the Erie county (pa) permit office. Filled out a quick application, paid the fee, $20? or less, officer took my picture and had it in the mail within a week
NH- filled out by application along with copy of NYS permit, sent in with fee, $100, got i back in days good...
