Organizations like the ATF, FCC,EPA,(insert powerful government agency here) should not have the power to create rules or laws. The Constitution is very specific about the formation and execution of laws.

THAT would not need senate or president approval.

Maybe this is the first step, just to see who supports the Constitution (in this specific instance).
Next step, by his own admission, is to attempt to defund them.
It will be interesting to see if he is true to his word on this.
