The model makes sense. Minors are not fully charged. Hence easy to carry, traffic, and sell many products. Many of the smash and grab actions involved minors. The minor and the mentor are both aware they get a pass in several ways.

It would be nice if those idiots would put some thought into it. The only thing I could see is a kid stealing his dad’s gun that’s not used regularly and sold. Here and there. This isn’t some big iron pipeline as you indicated. My guess is high school students would roll on them quickly.

How hard would it be for a cartel that has operational smuggling rings in various countries to obtain military grade weapons and ammo from Ukraine? Come onn who ya bullshiting? they can pick up the phone , call an international arms dealer and arrange shipment methods, this isnt hard if you have the money. Gotta be at least 18 and in communist states such as NY you need a licenses for semi-automatics and handguns which cannot be procured until 21 and for other guns young adults might buy, there's a two week delay for an "enhanced" NICS check to see if there's any history or sealed records to preclude the transaction.
Most HS Students graduate at 17, some do at 18 or 19 but those are minor numbers.
I'd say it's more bullshit from the left and it's media ankle biters.
