There in lies the rub. Movements get co-opted and messages get distorted because power corrupts and what starts out looking good on paper ends up not being so in reality because of the human factor. The other thing to consider (and this is on both sides) is that issues are used to persuade people to do things and are only considered valid for the life of their perceived usefulness. It was in no way in the interest of the powers that be of the USSR to allow private ownership of arms despite what their "bill of rights" said.
