Some kits are regulated. Though P80 got screwed. Their designs were all approved by the ATF.

In many free states and at the federal level it is still legal to build and make your own privately made unserialized firearm as long as you have no intent to sell it at the time of making.

Currently where tech stands you can 3D print a frame or 3D print and manufacture an entire firearm at home - check out the FGC-9. Most states it is legal to do so.

Doing it in NY is a no no.
