How about the feds just set the immigration quotas based on who is willing to take how many.
Make it that simple. Every city puts in a bid for however many immigrants they are willing to host, and the total is how many we allow in.
Legitimate asylum seekers maybe go to the head of the line, and others with someone specifically looking for them here (like sponsored by a family member or employer) get their own line.
But if NYC and LA want more immigration, they'll have to put up or shut up. No more claiming that we should welcome everyone, as long as they're not coming to *my* city....
