The biggest demographic I fear for is the battered wife/girlfriend. Dude can wail on his spouse in a rage, and be back home with no cool down period in a very short amount of time.

So once the law takes effect all the unhappy gun owners in Illinois could threaten an anti gun politician, intimidate and rob them, then kidnap them and possibly even murder them all without being arrested.
They'll be arrested. Just not detained.
once the anti-gunners realize this you'll see this law changed VERY quickly, but only to protect them.
something along the lines of "politically-based crimes are exempt" or "crimes against members of the ruling elite will still be locked up for life without trial".
