I'm familiar with northern Morocco and it's not obvious there is a strong state motivator driving this. I would not be shocked if this was driven by social media with Spain's latest socialist rants of offering more free stuff for North African immigrants.
Both Spain and Morocco have similar standard of livings, wealth, unemployment and crime issues. The cities of both can equally suck. The same cartels run the drugs in both regions. Ceuta is half Catholic and half Muslim. Prices are in Euros but Moroccan currency is equally accepted. Businesses are bi-lingual.
They also have similar global alliances except Spain is a member of NATO (but not acting like it) and Morocco has earned non-NATO strong ally status.
The existence of Ceuta under Spainish authority has been continuous for centuries but it has been an autonomous city for decades.
I think that Spain's move to the sharp political left of socialism and offering more free shit for immigrants is driving this.

IDK Ceuta has been half Muslim for centuries. Crime in Ceuta, Morocco, and Spain are quite similar. Safer than Paris or London. Not saying she's safe, saying she's not unaware.

The word from locals is that most of the invaders willingly returned to Morocco already. It may have been more of a stunt than it was a real exodus.
Broadcasts in Spain, Tunisia, Morocco, France, and Portugal are speculating that much of this was driven by Arab speaking social media influencers in Morocco over a period of just a few days. It does not look like it was State driven by Morocco and was not wholly a scheme by the human trafficking cartels that do operate in the region and did participate in at least part of the event.

They are mostly returned to Morocco. From what I gather, many of the 50k made a day trip excursion encouraged by social media and just went back on their own. The local authorities are focusing on the smaller lingering invading population involved with human smuggling cartels and motivated by Spain's leftist promises of more free stuff.
