All the apple farms I know use H2A visa workers, adverse effects wage is set at 16.95 this year plus you pay for them to come , pay their housing, provide transportation to go shopping and pay for them to go home. Yeah it’s aimed at the produce and fruit producers and it’s a real shame. Lots of guys getting out because it just isn’t worth it with all the regs and BS. Whenever someone asks me what’s the hardest part of farming, my answer is always the same. Dealing with all the BS from .GOVAs a farmer who grew up on a farm, we have worked tirelessly to eliminate laborers.
Milking parlors may hire some workers, but are mostly owner operated with family.

Corn planting takes one huge machine that tills, cultivates and plants the seed . One huge machine harvests the corn and leaves the stalks and leaves on the ground for fertilizer. Corn for ensilage chops it complete and it blown up into the silos by machine. Few work
We harvest hay with by using a big grass cutter, rake, and baler towing a wagon with kicker and unoading at the barn with elevators.

I took my guys to the bottle depot twice on my own time for free, to deposit over 200.00 worth of beer cans… Ya think they woulda bought me a sixer for my trouble..This will just force farmers to get more and more mechanized and will cause problems. One of my best friends operates a substantial sized Apple Orchard and as you described above, that is just one of the obstacles NYS places in front of Farms. It cost a hell of a lot of money to fly dozens of Jamaicans round trip to Syracuse, pay for their visa applications, supply housing set to State Standards, provide vehicles, transportation, etc. and next year their Hourly is going to $18.xx an hour PLUS overtime. The State has mandated that Water used to irrigate Apple Trees must come from Treated sources, so that irrigation pond or well that you draw thousands of gallons per hour from has to go through an approved filtration system be it their own or Municiple. The entire perimeter of the Orchard has to be Fenced in in such a way that people and animals cannot gain access, they cannot spray crops without permission, and that spray has to be approved, applied by someone licensed/trained yearly to do so, and then there's someone that comes out to the Farm and say's "OK, you can spray on these days only".Ummm.
