Cops can't arrest/detain/cite unless the Legislature has passed and the Governor signed said infraction into Law.
Judges can't set Bail if the Legislature that wrote the Law says you can't.
DA's can't prosecute if the Legislature says not to or minimizes it to the point of not being worth the time, effort, and expense.

Back to the point: Low Pay LEO's likely don't have much more than a Criminal Justice Degree from a Community College (which often isn't necessary to be hired) some courses and training along with some ride time before being fielded. They generally aren't attorneys or experts on the Law, and while you're 'cuffed in the back seat, they're consulting Black's Law or some other source to see if they have enough to bring you in, write an appearance ticket, or cut you loose. (this is why you keep your mouth shut not arguing with the Cop who doesn't give a fuck about bringing you in and letting someone else sort it out)

Except members of all of those groups exceed their authority every day with no consequences.

That is the problem.

And if ignorance of the law is no excuse for the public, then it certainly shouldn't be an excuse for the government agents.
