They are probably waiting until they can get ALL semi-auto rifles registered, then they will ban them and swoop in to collect them en mass.

Yes, the semi-auto rifles that you already own are grandfathered.
Imo.. when the bill talks of "take possession" it refers to when a person "takes possession" of a S.A rifle whether it's from an inheritance, gifted or wins(raffle) the rifle vs. buying it.
I read a semi-auto license is required "when such transfer of ownership occurs ON or AFTER the bill goes into effect". imo, this means the ones you already own are grandfathered.
[A LICENSE FOR A SEMIAUTO-MATIC RIFLE, OTHER THAN AN ASSAULT WEAPON OR DISGUISED GUN, SHALL BE
ISSUED TO PURCHASE OR TAKE POSSESSION OF SUCH A FIREARM WHEN SUCH TRANSFER OF OWNERSHIP OCCURS ON OR AFTER THE EFFECTIVE DATE OF THE CHAPTER OF THE LAWS OF TWO THOUSAND TWENTY-TWO THAT AMENDED THIS SUBDIVISION.]
Looking at the bill & where they added the semi-auto rifles verbiage... added to the pistol & revolver bill.
The S.A. rifle will be recorded onto the license and you'll need to amend the license whenever you buy or sell a S.A rifle.
[ 9. License: amendment. Elsewhere than in the city of New York, a
person licensed to carry or possess a pistol or revolver OR TO PURCHASE
OR TAKE POSSESSION OF A SEMIAUTOMATIC RIFLE may apply at any time to his
or her licensing officer for amendment of his or her license to include
one or more such weapons or to cancel weapons held under license. ]

I agree with MK44....Just think of it like your pistol license..anytime you want to buy or xfer a SA rifle you gotta amend or show your permit........need a permit to get one and more importantly pick it up from the dealer/FFL like your PP take a coupon back or show or ammended permit with the addition to take it home.....the currently owned guns gotta be grandfathered as you have already taken possission.........Just more hoops and dont forget fees to do it all.......I dont have long enough to worry about getting a SA permit, I got the ones I want and dont see adding to them while in NY.......
probably will need your permit to Touch one now too like pistoles........who knows

It's interesting that they define "possession" as a transfer of ownership.
Similar to the unsafe law, where transfer of ownership requires a background check but you can loan rifles and shotguns to your buddies all day long.
It's going to SUCK.
Around here folks are waiting up to 2yrs for a handgun license. I can't imagine how long it's going to take someone to get this "NEW" S.A. rifle license. good luck with that.
I wouldn't be surprise other States... NJ, CT, MA + CA will follow.

Anyone mention the $250 fine for failure to renew yet? I read it quickly but it doesn't look like you're going to be able to just let this license expire after five years without being fined.
Why would they do that if it's just a license to purchase???

Agreed.......someone is set and does not wish to purchase any more SA rifles......and lets it expire/lapse...why fine them......I know the answer is cuz they are crooks but legally what is the reason......

Once you have a permit, they will know when you die, and your children will get nothing.

That's weird. So if I want to "cancel" it, does that mean I have to turn in all the rifles?
ManrisFrack

Probably not because it isn't a license to possess like a pistol permit is. But there's no path spelled out to cancel it. It looks like they're expecting the counties to hash out the details of this new license, just like they did with pistol permits. I could see various county clerks telling you that you can't cancel it.

Why wouldn't already having your pistol permit exempt you from this new SA permit?

becuase then they couldnt make you take days off work and run around and pay fees for finger prints or permits applications or other things.......jk - what are you new at this?!

Federal law requires you to go through an FFL to buy out of state, and for long guns, they need proof of your residency matching the state you put on ATF 4473, and the FFL is not allowed to complete the transfer unless the the gun is legal to possess in your own state. Pistols and others can only be shipped to an FFL in your home state to complete the transfer. It's already the case that New York residents are not legally allowed to purchase a non-SAFE compliant rifle or shotgun out-of-state, though you could take a compliant rifle out of state and make legal modifications in that state as long as you didn't bring it back noncompliant.
So with this law we are in a similar position to Illinois and California/West Coast states where out-of-state FFL's will have to require to see your "semi-auto permit" to complete a semi-auto rifle transfer to a New York resident. A Chicago resident cannot buy a shotgun in New York or Pennsylvania--Illinois only allows purchases in contiguous states, with a FOID.
I think out-of-state residents will still be able to move into New York with their semiautos without getting a permit but it's not completely clear to me whether this is the case.
Perhaps out-of-state purchases of shotguns and non-semiautomatic rifles will still be possible to avoid the new state police reporting requirement, though that isn't clear to me yet either, whether NY will or can try to enforce this on out-of-state FFL's, particularly large franchises like Walmart and Dick's that have locations in New York.
Look, it's been signed into Law and until the Lawyers can review and opine on it, we're all just spitballing what's in it and exactly what it means.
Words are always added/subtracted before the Bill is signed into Law.
Right now there's not a damn thing we can do about it, and like it or not it's likely Constitutional.
Elections have consequences.
Party lines and "Our guy is different" hasn't made a damn bit of difference saving the State from ram-rod legislation pushed through by Democrats and RINO's. WE have to vet and run new candidates that intend to fight for and repeal the Laws we do not approve of.
Oh, and while I'm pontificating on replacement Representatives: That Political ad for Harry Wilson is a goddamn lie full of misrepresentation from a RINO that worked for Obama for eight years.

Elections have consequences.... lmao.. you're kidding, right? NY politicians do as they damn well please knowing there'll never be a change in the political climate.
I wonder if the NRA knew this was coming?

The NRA sent out a publication that they tried talking sense to the politicians.
As for stopping mass shooters.....

The "Raise the age" nonsense is a rouge to make the Public think the Democrats are doing something to make the Sheeple safer, seeing how the un_SAFE Act was supposed to save us all.
I will contend that the age of Adulthood should be reverted back to 21. In the years since it was lowered to 18 most of the privileges and Rights of adulthood have been raised back, except for allowing them to enter the Military where they can become Cannon Fodder is a third World Country of Goat fuckers, and be legally fucked by pedos and perverts that can't score someone their equal.
Interestingly and ignored was a SCOTUS Ruling that prohibiting someone less than 21 from Buying a Handgun was a violation of Rights.
Court rules 18-year-olds can buy handguns, upending federal law
Does anyone know if there's any truth to the claim circulating that the Rifle used in Texas, Buffalo, and Vegas was the same model by Daniel Defense with the same optic?

wasn't Scotus ..
"An appellate court has struck down a 53-year-old federal law that bars handgun sales to anyone younger than 21, setting up a potential Supreme Court case."
":A three-judge panel of the 4th U.S. Circuit Court of Appeals, based in Richmond, Virginia, said Tuesday that the law, enacted by Congress in 1968, violates the Second Amendment."
They probably supported it.
