Yes, any non-licensee (you) may send any firearm (or serial numbered receiver/frame) to ANY Dealer (FFL) including out of NYS. The receiving dealer needs to identify who he's getting the gun/action from, most will accept a copy of your Drivers Licenses...best to give them a call first and ask what they want from you with it. SOME DEALERS are peckerwoods and want it to come from another Dealer, and that's their prerogative, but not Law.I have a couple actions that I am selling, as a NY slave am I able to ship them directly to an out of State FFL as long as they will accept from a private party or do I have to ship them through my FFL?

Yes they will ask you what is in it when you ask for additional insurance. When I responded gun parts the UPS store wanted nothing to do with it. I told them it was just parts and nothing with a serial number or that’s controlled and they said we don’t care and you have to go to the main hub. The main hub took it no problem. Well its being shipped directly to an FFL that is ok with the transfer to the new owner. I have no problem declaring what is in the box.Selling a gun secretly to avoid FFL's is a bad idea.......................X-ray machines can, and do ID guns, as boxes are scanned for contraban
I get it, I have NO plans to do anything illegal. Once I receive the buyers FFL info the action will be shipped to that FFL. The ONLY thing I am trying to do is not have to ship it through my FFL. If the buyers FFL would only accept from another FFL then I would have no choice. I am NOT going to ship it to anyone other than an FFL.BUT YOU HAVE TO HAVE HIS FFL/address for a shipper to accept the gun. No secret shipments......................CONTRABAND, will be discovered, if shipping to a friend/unqualified person, even if you label it a gunshop.

I was in contact with the new buyers FFL to make 100% sure they will accept from a private party. I know my FFL will not accept anything...firearm or ammo unless it comes from an FFL.A non-Licensee does not have to have a Copy of the receiving Dealers FFL; simply having the number, you can use the FFL E-Z Check system to verify the information and if the Licenses is current.
Thar's all the due diligence the non-licensee need to before sending a gun to them, although I highly recommend contacting that Dealer BEFORE doing anything....some people assume the Dealer will take anything and do the paperwork/NICS for them, which simply is not the case.
