The Constitution neither proscribes nor precludes the manner(s) in which votes are cast in each state. It is up to the individual states to determine the methods by which to hold elections. It is not actually a federally overseen process. Therefore, it is not up to the federal gov to simply outlaw mailed ballots because a certain elected official does not like them. If enough people truly wanted mail-in voting ended, a referendum vote could be held (which would allow mailed ballots since the referendum had not passed until AFTER the votes had been mailed and counted) which would call for or enact regulation(s) disallowing mail-in voting for all but military, absentee, et cetera. *IF* The People so desired. The People, it seems, do not want to end mail-in voting. Some people do, but that just ain’t how it works.

The constitution does guarantee certain rights, and if the manner in which a state is conducting it's elections violates those rights for its own citizens, then the federal government has a duty to intervene.
We settled that during the civil rights era.
Can't require a reading test to vote for instance.
And an insecure voting method would certainly violate the rights of the disenfranchised citizens.
Do we really want the .gov to be able to track who voted for whom?
I can understand marking mail-in ballots as important election material for tracking purposes. Let's go back to the method that used to work: the person has to request the ballot, should have to fill it out it in front of a Notary, and mail it back in the correct sleeve.
Approval for the ballot is handled at the request stage. The person needs to prove they are a citizen and have a definite need (medical, military, etc.).

Don't want to be tracked, then vote in person.
Don't want anyone tracked, then don't do mail in voting at all.
But, without sufficient security, election results should not be trusted.

I do not want the government to be able to track who I vote for. However, it’s very difficult to ensure anyone is doing anything legit with mail in ballots. My dead grandmother and while she was in a nominating home still received mail in ballots. Anyone could have filled them out for her and my fathers honesty is the only reason why Trump didn’t get an extra vote for him in nys and he knew full well she would have voted for Trump.
