I worked on equipment that if I places a video of my work on YT, the FBI would come for me and they would want to know who watched the video and if its a foreign person, the charges stick. Its called ITAR export control. A US citizen is ok but just the possibility the information went t a foreigner.

Isn't "export controlled technology" pretty stupid though? Sure you "can't export" it but any American can freely download it. I remember back in the 90s/2000s (heck maybe even today?) strong encryption was only accessible to download if you were in the USA. You'd get prompted to say you are an American (because apparently people didn't lie back then, lol, yeah right) and IP checked. If those two passed you were off to the races.
I'm pretty sure the Mufiz Ahmed in Iran figured out that if he used an open proxy in the USA and just said he was Tom Jones it would just let him download the programs anyways. Seems pretty damn stupid and pointless to me - like the warnings on adult sites from the 90s that would say, "Are you 21? Yes or no". Anyone could just click yes and it lets them in, there is no actual check except whatever the person self reports, lol. Why even bother.

The really ridiculous part of that encryption export BS is that it meant encryption researchers left the US.
You could download whatever you wanted, because they hosted it all on servers outside the US.
But the experts couldn't do their work here, or they wouldn't have been able to publish it. So, they all just moved to Europe.
