Well, questions:

1) Does this mean anything? Can a state actually vote republican by the bulk of its people but because the popular went to the dems that state commits its electoral to the democratic candidate? Is this legally binding? My guess is no...

2) How can virginians actually accept this? Isn't this so: If 70% of the state votes for Candiate A, and 30% for Candidate B, but Candidate B just edges out A in the popular vote, the state will throw its electoral at Candidate B, which means that despite the state's citizenry voting for Candidate A by more than 2:1 over B, it still commits to B? All this does is take the "unfaireness" of the electoral system and flip it to the other side of the coin.

All the states that have joined that pact are liberal. They are trying to do an end run around the constitution. A better way to make the state relevant to campaigns is to split the state’s electoral college votes each state has by the percentage of votes the candidates get in the state. I think the Virginia voters need to challenge this in the court system if it gets signed into law.
