I am saying the bound book system *itself* is a database.

In the same way the interlibrary loan system is a database.

It's not an especially efficient database, but it absolutely is one.

It is a repository of information that you can enter, query and retrieve.

Just because retrieval may occasionally require an agent to make a phone call or a visit instead of just a SQL query doesn't make it less of a database. It just makes it an inefficient one.

It does seem quite suspicious that the serial number of the gun was the fastest way for them to put a name to the corpse.

There is no law preventing them from taking the drivers license photos *that they already have* and entering them into a facial recognition database.

The Chinese already to the equivalent. They have cameras in major cities that will dispatch police if a wanted person is spotted walking the street by a fully automated system.

The faster the shutter speed on a camera the more light it needs from the lens to give you a picture; and or the ASA/ISO (film speed numbers) needs to be cranked up, it then adds "grain" to the picture.
With today's ~$6000 cameras and a F1.8 135mm $1500 on a sunny day why would you need to run at such a high speed when you could get a more clear and better picture going slower.

They have all the geo location available already to more or less identify who it is.
