Excuse my ignorance but are these nys legal if added to a pistol permit or do they exceed the unsafe act weight limit?

I have an HK USPc in 9mm. Great range gun, I am extremely proficient with it but a bit bigger than my liking for carrying.

Curious what you recommend store owners do to prevent this type of crash and grab? Only thing I can think of is having more gun shop owners lock up all their gun inventory in safes each night but for any decent size shops that would be extremely time consuming and costly to have enough safe space.
