A friend of mine has been an openly armed security guard in NYS for 20 years. After the required training, a certufied NYS security guard or armoured car driver can carry openly while "on the job". You also need your NYS carry permit too of course.

The NICS site says they are doing appeals filed in July 2019 right now. So, you are already 1 year behind. Pain in the ass And even a lawyer cannot quicken the appeal.
