I would estimate that there are probably over 1 million people++ in NYS who want to buy a full featured AW.............. and may have have now said "fuck it" to waiting, and to the law, and they will find out how well AI works.

So, if you buy a bolt action AR as complete gun, upper, lower, fully assembled, do you still need the semi endorsement to do it ?

What if you sell that upper back to the same FFL 5 mins later ?

Because you just bought a lower with extra steps.

All the FFL's I frequent will no longer transfer an AR lower, with or without a semi endorsement..................especially after the Mean Arms mag lock ban, in February.

Nope, by his standards since you could convert it back it’s illegal to own it. By his logic nothing that could be an assault rifle ever can legally be possessed in NYS, but they can sell them. You won’t be arrested for possessing it until you commit a crime with it.
